He doesn't look all that friendly, does he? Margulis is one of the leaders of the U-TIC organization, which acquires a more villainous cast the more we learn about it. He's the commander of the U-TIC base on the planetoid Puleroma, a position to which he rose after a long military career. It is presumably during that career that he acquired the scar on his cheek, and the experience that has made him such a vicious and deadly swordsman.
